    - Scoop is complete but the Lever is EXTREMELY Hard to Push,
    technically it works if you have super human strength.
    If you can leap over a tall
    building in a single bound you might be able to use it the way it is , but.-
    it needs to be repaired or adjusted, there is a flat head screw near the top
    of the lever that might adjust the tension, not sure though .
    the finish is worn from the handle, see pictures for condition
